Introduction
For an International Student, choosing to study in Quebec has a number of significant advantages.
It is home to several colleges (CÉGEP), outstanding universities, and thousands of additional top-notch educational institutions.
You can study English, French, or both languages while earning a degree from a reputable university in Quebec.
Why should one attend school in Quebec?
Quebec is an energetic province in Canada with a European flair.
Montreal, one of the top student cities in the world, is also located there.
Quebec offers access to the Canadian labor market, a wealth of cutting-edge research facilities, and top university programs.
The affordable cost of living in Quebec is another advantage.
In North America, Quebec has some of the lowest living and tuition expenses.
Quebec, the only French-speaking province in Canada, has a unique cultural identity that provides an exceptional learning opportunity for visitors.
However, Quebec has slightly different rules for student visas than the rest of Canada.
Quebec study requirements for an International student and eligibility
Studying in Quebec as an international student is a little different from studying in other provinces since Quebec has more authority in establishing its immigration regulations and procedures.
Before submitting an application to the federal government for a Canadian study visa, international students who intend to pursue their studies in Quebec must first submit an application for approval to the province.
Enrollment in a Quebec school for an International Student
Similar to the rest of Canada, the first step is admission to a Designated Learning Institution (DLI) in the province.
In general, in order to be accepted into a Quebec school, you must meet certain scholastic and linguistic standards.
The specific prerequisites, however, will vary depending on the program you’re applying to and the exams the school accepts.
Keep in mind that not all DLI programs qualify you to apply for a Post-Graduate Work Permit (PGWP).
Make sure the program you’ve been accepted into qualifies if you plan to stay in Canada after graduation.
Remember that some designated learning institutes (DLI) will stop issuing post-graduation work permits (PGWP) on September 1, 2023.
Quebec’s Certificate of Acceptance (CAQ)
A certificate proving your acceptance as an international student by Quebec is known as a certificat d’acceptation du Québec (CAQ).
This publication, Francisation et Intégration (Ministry of Immigration, Francization, and Integration – MIFI), is published by the Quebec Ministry of Immigration.
As soon as you receive your admissions letter from the specified learning institution, you must apply for the CAQ.
You can also apply to the Government of Canada for a study permit after receiving a CAQ.
NOTE: If you plan to enroll in a program that lasts no longer than six months, including language studies, you do not require a CAQ or a study permit.
Requirements for International student
To be eligible to apply for a CAQ, you must fulfill the requirements listed below.
- Being admitted to a university with a Quebec distinction
- Paying the CAQ application’s accompanying fees
- Accept to follow the guidelines for receiving a CAQ for studies
- Meet the criteria for financial capability
Criteria for a CAQ
If you want to switch schools and the level of education is different than the one stated on your CAQ letter, you must agree to adhere to the requirements for issuing a CAQ for studies, such as getting instruction for the program or level of study indicated in your application.
It is necessary to request a new Québec Acceptance Certificate (CAQ).
Additionally, you must promise to make studying your major activity while in Canada and keep health insurance for the duration of your stay for both you and any accompanying family members.

Needs for financial capacity
You must provide proof that you have enough money to pay for your tuition, transportation charges, living expenses, first-year settlement fees, and health and hospital insurance costs. For 2023, the expected amounts for living expenses are as follows.
One person under the age of 18 | $7,176 |
One person aged 18 and over | $14,349 |
Two people aged 18 and over | $21,046 |
Two people aged 18 and over and one person under the age of 18 | $23,575 |
Two people aged 18 and over and two people under the age of 18 | $25,444 |
You do not have to use this money, but you must demonstrate that you have enough money to attend school in Quebec.
Many potential students find the financial requirements to be overwhelming.
Just show MIFI that you have the resources to maintain yourself and any accompanying family members in Quebec; you do not need to pay this money to study in Quebec.
However, this could change the next year and go back to only 20 hours per week (and up to 40 hours per week during regular vacations) to help support themselves.
NOTE: International students can also work up to 40 hours per week temporarily.
In order to help with the cost of living in Quebec, your spouse may be qualified to apply for a spousal open work permit if they go with you.
